Tioli. Old one, but I'll give it a shot. According to the Rep DVD you have to turn the fork upside down in order to change the oil. Filling the fork with the proper amount will also be difficult if the shocks are not out. The procedure also want you to dismantle the fork.

Posts 9,515 2011 F650GS Fork Oil Level I'm changing the fork oil in Annie's 2011 GS. The Haynes manual calls for 530 ml of oil and for there to be a 100 mm airgap from the oil to the top of the fork, with the fork compressed. I put the 530 ml of oil in and I have a 143 mm air gap. Is the Haynes manual in error?

As Reaver says, after adding oil, pump the forks to clear the air bubbles. Holding the assembled fork vertical the stanchions (chromy thing) compressed into the fork leg (outer part) when measuring. I like Reaver's combination square tool idea. Some folks leave the spacer out and measure to 110mm.
